Appropriates $190,072,069 in total funds ($159,565,919 general fund) to the North Dakota Department of Corrections and Rehabilitation for the 2011-13 biennium, including $162,487,498 for adult services and $27,584,571 for youth services.

Authorizes the department to borrow up to $1,100,000 from the Bank of North Dakota for the penitentiary expansion project during the 2011-13 biennium.

Requires the department to contract with an organization to house female inmates and report any variance between contracted amounts and actual expenditures at the end of the biennium.

Mandates the department submit quarterly reports to the budget section during 2011-12 regarding prison expansion project progress and any amounts borrowed.

Establishes legislative intent that the department delay filling 47 new full-time equivalent positions for the state penitentiary expansion project until 90 days before the project's estimated completion date.
