Appropriates $71,996,698 in total funds to Job Service North Dakota for the 2011-13 biennium, including $35,270,584 for salaries and wages, $13,698,670 for operating expenses, and $12,400,000 for Reed Act unemployment insurance computer modernization.

Designates $12,400,000 from federal Reed Act funds for developing a modernized unemployment insurance computer system during the 2011-13 biennium.

Authorizes appropriation of all additional federal funds received by Job Service North Dakota beyond those specified in the bill for the 2011-13 biennium.

Amends the definition of "community" in the new jobs training program to explicitly include institutions of higher education assigned primary responsibility for workforce training.

Requires higher education institutions assigned workforce training responsibility to prepare annual business plans including tribal college training capacity and allows establishment of revolving loan funds for workforce training program startups.
