Includes $9,494,581 in one-time funding for main research center greenhouse project and related capital improvements, not part of base budget for 2013-15 biennium

Allocates $210,000 contingent general fund to Williston research center director position if Montana State University does not provide 50% of costs

Amends northern crops council membership and staggering requirements to limit producer and industry representative term expirations to no more than one per group in June 2013

Declares $6,991,650 general fund and $2,502,931 special funds appropriation for capital projects as emergency measure
