Amends North Dakota Century Code section 28-32-02 to modify requirements for administrative agency rulemaking and organizational rules.

Changes agency requirement from "shall" to "may" regarding inclusion of organizational descriptions and operational procedures in their rules.

Allows agencies to optionally include descriptions of organizational structure, functions, general operations, and public access procedures in their rules rather than mandating such inclusion.

Preserves legislative assembly's reserved authority to determine when and if administrative agency rules become effective.

Passed with overwhelming bipartisan support: House vote 92-0 (2 absent), Senate vote 47-0.
