Creates a new North Dakota seed department as the official state seed-certifying agency, establishing a nine-member seed commission to govern the department with representatives from agricultural organizations and state agencies.

Establishes comprehensive labeling requirements for agricultural, vegetable, flower, and tree/shrub seed sold in the state, including information on germination rates, weed content, origin, and treatment substances.

Creates a wholesale potato dealer licensing system requiring applicants to submit financial statements, maintain bonds or letters of credit, and comply with reporting and payment requirements to protect potato producers.

Repeals previous seed chapters (4-09, 4-09.1, 4-11, 4-25, 4-42) and consolidates seed regulations into new chapters 4.1-53, 4.1-54, and 4.1-57.

Preempts local seed regulations by prohibiting counties, cities, and townships from imposing any requirements or restrictions on seed registration, labeling, distribution, sale, handling, or transportation.
