HB 1029 Summary

• Superintendent of public instruction must adopt accreditation rules for public and nonpublic schools that incorporate measures of student achievement and relate directly to improving student achievement.

• Public schools must submit annual compliance reports by October 1st (or extended to October 15th) verifying teacher licensing, curriculum requirements, fire safety inspections, and criminal background checks; nonpublic schools follow similar requirements.

• Schools designated as unapproved for failing to submit timely compliance reports lose state aid on a prorated basis for each day the report remains unfiled, with parent notification required.

• Superintendent may delay imposing sanctions if compliance report submission is impossible due to natural disaster, unauthorized third-party acts, death, medical emergency, operational failure, or governmental action.

• Act repeals sections relating to payment reductions for unaccredited schools and becomes effective July 1, 2011, with emergency declaration.
