Modifies budget submission deadline procedures in North Dakota Century Code Section 54-44.1-04, effective through July 31, 2013, requiring university system budget estimates to include separate block grants for base funding, initiative funding for specific strategies, and asset funding for physical plant renewal and replacement.

Amends Section 54-44.1-06 effective through July 31, 2013 to require the director of the budget to include in budget data drafts of appropriations acts that specify block grants for the North Dakota university system with separate components for base funding, initiative funding, and asset funding.

After July 31, 2013, removes the specific block grant language from both code sections, reverting to general budget estimate and data preparation requirements without the three-component university system funding structure.

Directs the legislative management chairman to appoint an interim higher education committee during the 2011-12 interim to study higher education funding mechanisms including performance-based funding, enrollment-based funding, grant funding, and program cost analysis methods.

Requires the legislative management to study higher education budget methods including block grant funding for operations by institution type, block grants for specific initiatives, and capital asset maintenance funding, with findings and recommendations due to the 63rd legislative assembly.
