Amends section 15-10-12 of the North Dakota Century Code to modify how higher education institutions manage special revenue funds and tuition collections.

Requires the State Board of Higher Education to maintain separate special revenue funds for each institution within the state treasury, with all tuition income placed in the special fund for the institution that raised the money.

Mandates the State Treasurer immediately transfer funds from special revenue accounts to institution accounts in the Bank of North Dakota.

Specifies that at the close of each biennium, any balance of funds not paid from the general fund appropriation must be deposited in the institution special revenue funds rather than reverting to the general fund.

Creates two effective periods: one through June 30, 2011 (or 2013), and another after June 30, 2011 (or 2013), with the later version removing tuition from the list of funds subject to certain appropriation restrictions.
