Extends the moratorium on adding basic care beds to North Dakota's licensed bed capacity from August 1, 2011 through July 31, 2013, with exceptions for conversions of nursing facility beds and demonstrated service gaps.

Permits basic care bed expansion only when an entity demonstrates services are unavailable in a designated area or existing beds within a 50-mile radius have been occupied at 90 percent or more for the previous 12 months.

Requires approved basic care bed entities to license beds within 48 months of approval and gives preference to entities participating in medical assistance programs under Title XIX of the Social Security Act.

Extends the moratorium on adding nursing facility beds from August 1, 2011 through July 31, 2013, except when facilities revert basic care beds to nursing facility beds.

Directs the state health council to review current health care bed recommendations during the 2011-12 interim and report findings to legislative management by July 1, 2012.
