Creates a new nurse aide registry administered by the state department of health, including certified nurse aides, home health aides, nurse aides, and medication assistants, with disciplinary findings for abuse, neglect, or misappropriation of property.

Establishes health council rules to regulate individuals receiving compensation for nursing or nursing-related services in health care facilities, addressing training requirements, program approval, registration, complaint investigation, and disciplinary processes.

Allows licensed nurses to delegate medication administration and supervise nursing interventions to individuals registered on the nurse aide registry, exempting them from state board of nursing regulation.

Collects $25 registration fees per individual from either the individual or employer, deposited in the department's operating account.

Appropriates $130,000 from the state department of health operating fund for ongoing nurse aide registry maintenance and 1.5 new full-time equivalent positions, plus $155,000 from the health care trust fund for one-time establishment costs, for the biennium July 1, 2011 through June 30, 2013.
