Amends Section 23-27-01 to allow the state department of health to license emergency medical services operations and designate their service areas, with limits on new licenses based on service area needs.

Creates a new chapter establishing an emergency medical services advisory council with up to 14 members, including representatives appointed by emergency medical services organizations and the state health officer, to advise on state EMS integration plans and funding areas.

Establishes emergency medical services funding areas as geographic regions eligible for state assistance and defines minimum reasonable cost as the operating cost of one transporting ambulance service or combinations with substations and quick response units.

Authorizes the state department of health to determine annual state financial assistance allocations based on minimum funding needs and required local matching funds of at least $10 per capita within each funding area.

Appropriates $3,000,000 to the state department of health for EMS assistance grants and administrative costs for the biennium beginning July 1, 2011, with a distribution limit of $1,250,000 during the first year, and repeals Chapter 23-40 of the Century Code effective June 30, 2012.
