Superintendent of public instruction shall conduct a study of Indian education issues between July 1, 2011, and July 1, 2013, to develop criteria for grants to low-performing schools.

Study shall determine the extent to which governance and collaborative models, including agreements with tribal governments, the bureau of Indian education, and the state, improve student achievement.

Study shall identify whether success models are available in Indian education and what makes these models effective.

Study shall identify federal, state, or local barriers that prevent schools and students from performing at high rates of student achievement.

Superintendent may utilize a consultant and shall report periodically to a legislative management interim committee on the study findings.
