Changes the frequency of independent performance evaluations of workforce safety and insurance from biennially to once every four years.

Director must request the state auditor to select a firm with expertise in workers' compensation practices to conduct the performance evaluation, with findings presented to the legislative workers' compensation review committee and governor.

Workers' compensation review committee may select no more than four evaluation elements, with state auditor able to select additional elements, with a total cap of eight elements (expandable only in exceptional circumstances with justification).

Organization must develop and maintain comprehensive, objective performance measurements that may be evaluated as part of the independent performance evaluation.

First independent performance evaluation under this act may not be initiated until after December 31, 2013.
