Reduces the approval threshold for school construction projects from $41,100 to $25,000 effective July 1, 2011, requiring superintendent of public instruction approval before project commencement.

Allows school boards to appeal superintendent denials to the state board of public school education, with the state board's decision being final.

Exempts fire safety correction plans from approval requirements unless improvements exceed $75,000.

Modifies debt issuance limits by removing the lesser-of-two-limits calculation and replacing it with an eligible loan amount determination under chapter 21-03.
