Amends North Dakota Century Code section 57-51-15 to allow 35% of county infrastructure fund revenues to be allocated to school districts based on applications for funding to offset oil and gas development impacts.

Replaces previous language limiting school district funding to vehicle repair or replacement with broader language allowing funding for general oil and gas development impact relief to school districts.

Specifies that impact funding received by school districts cannot be considered revenue for purposes of determining imputed taxable valuation under section 15.1-27-11.

Requires organized townships to levy at least ten mills for township purposes to be eligible for fund allocations; allows county commissioners to expend appropriate portions for unorganized townships.

Requires any county infrastructure fund amounts that remain unexpended and unobligated at the end of each calendar year to be transferred to the county road and bridge fund.

Effective for taxable events occurring after June 30, 2011.
