Requires school districts to obtain parental consent before accessing family insurance (public or private) to pay for determining medically related disabilities and providing related services, with no financial loss to the student or parent.

Expands the definition of "student with a disability" to include incarcerated individuals aged 18-21 who were previously identified as having a disability and had or did not have an individualized education program prior to incarceration.
