Amends school district residence determination rules for students placed in state-licensed foster homes, child care facilities, or state-operated institutions by courts, social service agencies, or parents.

Establishes that a student's school district of residence is determined by where the custodial parent or legal guardian resides at the time of placement, valid until the following September 15th.

Requires the superintendent of public instruction to reimburse school districts 80 percent of room and board costs for students with disabilities placed in facilities within or outside their district of residence for special education services.

Makes school districts liable for any room and board costs exceeding the 80 percent reimbursement amount.

Becomes effective July 1, 2011 and expires June 30, 2013; declared an emergency measure.
