Amends the definition of records under North Dakota Century Code section 54-46-02 to include "a record of the state legislative assembly held by an agency."

Adds language to section 54-46-07 prohibiting the removal of public records, in addition to existing prohibitions on mutilation, destruction, transfer, and disposal.

Requires state agencies and political subdivisions to notify the state records management administrator of unlawful actions affecting records.

Establishes that public records unlawfully removed must be returned to the office of origin or to the state archivist.
