Amends North Dakota Century Code section 40-38-03 to allow compensation for public library board members if approved by ordinance or resolution by the governing body of the municipality or board of county commissioners.

Directors of public library boards remain entitled to mileage and travel expense reimbursement under sections 44-08-04 and 54-06-09.

Maintains existing requirements that library boards consist of five resident directors appointed by municipal governing bodies or county commissioners, with staggered three-year terms and a two consecutive term limit.

Declares the Act an emergency measure.

Passed with overwhelming bipartisan support: 92-0 in the House and 47-0 in the Senate.
