Amends section 39-12-05 of the North Dakota Century Code to modify steering axle weight limits on interstate and defense highways.

Limits steering axle weights to 20,000 pounds or the manufacturer's established axle rating, whichever is lower.

Prohibits wheel load limits from being applied to tires on the steering axle.

Establishes that axles spaced 40 inches or less apart are considered one axle, and axles spaced over 40 inches but under 8 feet apart may not exceed 17,000 pounds per axle.

Requires wheel load in any instance to not exceed one-half the allowable axle load, with spacing measured from axle center to axle center.
