Creates section 39-12-24 of the North Dakota Century Code authorizing the superintendent and director to enter cooperative regional permit agreements with other states for nondivisible oversize or overweight vehicles.

Establishes a regional permit system allowing vehicles to operate across multiple states under a single-trip permit while conforming to each state's requirements.

North Dakota Highway Patrol and Department of Transportation may authorize other states to issue regional permits for operation on North Dakota highways and issue permits for operation on highways of participating states.

Requires all fees collected for regional permits be deposited into a regional permit fund and distributed to each state according to their proportional share of total fees collected.

Preserves all existing North Dakota statutes and regulations on vehicle size, weight, and permitting, requiring all regional agreements to comply with state law.
