Amends North Dakota Century Code section 54-11-01 to update and reorganize the duties and powers of the state treasurer.

Renumbers existing duties from 11-18 to 12-19, with the primary substantive duties remaining largely unchanged regarding receipt, safekeeping, and disbursement of public moneys.

Adds new duty (item 10) requiring the state treasurer to report to the legislative budget section within 90 days of each fiscal year on all outstanding warrants and checks outstanding for more than 90 days and less than three years.

Passed the House 93-0 and the Senate 47-0 during the 2011 regular legislative session.
