Exempts institutions from state board career and technical education regulation if their only physical presence in North Dakota consists of students enrolled in practicums, internships, clinicals, or student teaching.

Requires approval from both the executive officer and the commissioner of the state board of higher education (or designee) before authorizing operation of academic or professional postsecondary educational institutions offering educational credentials.

Allows students to practice nursing as part of an in-state board-approved nursing education program without requiring a license.

Allows students from out-of-state board-recognized nursing education programs to practice nursing in North Dakota upon written notification to the board and contingent upon clinical site availability.
