Allows Bank of North Dakota civil actions to be brought in Burleigh County, with exception for multi-bank loans where loan documents require venue outside North Dakota if approved by the attorney general

Changes loan guarantee payout percentage from fixed 85% to a percentage to be determined by the Bank of the principal due at time claim is approved

Changes maximum loan guarantee amount from fixed $100,000 to an amount to be determined by the Bank

Maintains existing provisions allowing Bank to guarantee loans up to $5,000 for business planning services and up to $25,000 without collateral requirements, with maximum 5-year terms

Caps total outstanding guarantees at 5% of the Bank's tier one capital as defined by the department of financial institutions
