Requires the flag to feature an eagle with outspread wings (3 feet 4 inches tip to tip) grasping arrows in its left foot and an olive branch with three red berries in its right foot, with a shield on its breast showing seven red and six white alternating stripes.

Mandates the eagle's open beak carry a scroll bearing "E Pluribus Unum" with thirteen five-pointed stars above it and a sunburst, with a second scroll below the eagle reading "North Dakota."

Requires flag reproductions to adhere to official design and industry color chart codes provided by the State Historical Society, with written descriptions made available to the public.

Applies flag requirements to flags purchased by state entities or political subdivisions, but exempts items portraying flag likenesses such as miniature flags, food, clothing, lapel pins, and paper products.
