Allows state agencies, boards, commissions, the judicial branch, and political subdivisions to accept payment by credit or debit card or electronic fund transfer for fees, taxes, penalties, and other collectible amounts.

Designates the Bank of North Dakota as the state credit card administrator and requires it to select credit card processors to provide services to state entities, with all funds deposited in respective entity accounts.

Authorizes executive branch agencies to charge a service fee for credit/debit card or electronic fund transfer payments, with the Office of Management and Budget and Bank of North Dakota adopting rules to establish the terms and approve fee amounts for compliance with credit card company rules.

Changes the Office of Management and Budget's authority from adopting "rules" to adopting "policies" for establishing mileage reimbursement rates for official motor vehicle travel.

Requires the director to amend policies as necessary to align mileage reimbursement with the United States General Services Administration rates for privately owned vehicles.
