Defines "licensed health care provider" to include doctors, optometrists, psychologists, advanced practice registered nurses, and physician assistants licensed in North Dakota or another state for purposes of providing medical advice to the Department of Transportation.

Requires applications for driver's licenses and nondriver photo identification cards to include voluntary anatomical gift statements, with option to register as an organ donor through an online registry approved by the director.

Expands medical advice authority to allow the director to seek consultation from any licensed health care provider, not just physicians and optometrists, regarding driver qualifications and medical conditions.

Modifies motorcycle safety requirements to specify that helmets must meet United States Department of Transportation standards rather than department-established standards for operators and riders under age 18.

Updates motorcycle equipment specifications regarding tire load capacity ratings and wheel tracking requirements for two-wheel and three-wheel motorcycles.
