Amends scholarship amount to provide $750 per semester or $500 per quarter (previously only semester amount specified) for eligible students at accredited North Dakota institutions of higher education.

Maintains $6,000 maximum lifetime scholarship cap and 2.75 cumulative grade point average requirement for eligibility.

Extends scholarship validity to six academic years after high school graduation and clarifies scholarships cannot be applied to graduate programs.

Adds provision allowing students one opportunity to remedy below 2.75 GPA with notification from State Board of Higher Education; failure to improve during next term results in ineligibility for future funds.

Defines full-time enrollment status as determined by each individual institution rather than state-level definition.
