Extends the expiration date of North Dakota's temporary court of appeals from January 1, 2012 to January 1, 2016.

Allows the Supreme Court to assign active or retired district court judges, retired Supreme Court justices, and lawyers to three-judge panels when the Supreme Court has disposed of 250 cases in the preceding 12 months.

Active district court judges serving on temporary court panels receive no additional compensation beyond expense reimbursement; retired judges and lawyers receive compensation equal to 5% of a Supreme Court justice's monthly salary per day of service.

Temporary court panels have jurisdiction to hear and decide cases assigned by the Supreme Court, with parties able to petition the Supreme Court for review of panel decisions.

All appeals are treated as a single unified process under Supreme Court jurisdiction with one filing fee, and panel opinions may be published per Supreme Court rules.
