Increases driver's license fee from $10 to $15 upon payment for issuance of an operator's license.

Extends noncommercial driver's license renewal periods from two years to three years for persons whose birth year ends in odd or even numerals, except those age 78 and older renew every two years.

Maintains two-year renewal period for commercial driver's licenses regardless of birth year.

Continues temporary operator's license provisions for nonimmigrant visa holders and those with pending asylum or adjustment of status applications, valid for the authorized stay period or one year if no definite end date.
