Creates section 40-21-16.1 establishing composition requirements for city canvassing boards in elections not held with county elections, requiring at least five members including the city auditor, city attorney, mayor or commission president, and two city commission or council members.

Prohibits individuals who served on an election board during an election from serving on the canvassing board for that same election.

Amends vacancy-filling procedures for city council offices, mayor positions, and city commissioner offices to require special elections when petitioned by five percent of qualified electors if vacancy occurs more than six months before the next regular election, with petitions submitted within fifteen days.

Establishes fifteen-day waiting period before city council or board can appoint someone to fill a vacancy without a special election.

Repeals section 40-09-07 regarding the bond and oath of a city commissioner.

Declares the act an emergency measure.
