Amends North Dakota Century Code Section 50-11-05 to clarify that foster care and child welfare records maintained by licensed facilities and the Department of Human Services are confidential.

Permits disclosure of records in judicial proceedings, to law enforcement and legally constituted boards or agencies, and to persons with a definite interest in the well-being of the children or adults involved who need access to assure their well-being.

Changes statutory language from "may be made available" to "may be disclosed" to establish a clearer standard for record confidentiality.
