Amends North Dakota Century Code section 32-12.2-14 to modify the risk management motor vehicle accident review board's authority over state vehicle accidents involving bodily injury or significant property damage.

Changes the criteria for reporting accidents to the board from "if further training could have rendered the accident preventable" to accidents "involving bodily injury or significant property damage" or where a citation was issued to the state employee.

Establishes that the Department of Transportation shall internally review accidents not submitted to the board and make recommendations to employing agencies, with authority to defer to approved agency loss control committees.

Grants employees the right to request further review by the board of any determination or recommendation made by the Department of Transportation.

Maintains board composition of five members (transportation director as chairman, OMB director or designee, highway patrol superintendent or designee, and two state employees serving two-year terms) with three members constituting a quorum.
