Insurance Commissioner shall administer and enforce the Patient Protection and Affordable Care Act [Pub. L. 111-148] and the Health Care and Education Reconciliation Act of 2010 [Pub. L. 111-152] as they apply to insurance companies under the commissioner's jurisdiction.

Commissioner shall provide regular updates to legislative management during the 2011-12 interim regarding federal health care law compliance requirements.

If federal law requires implementation of any program or requirement before January 1, 2013, the commissioner shall submit proposed legislation to legislative management for consideration at a special legislative session.

For programs or requirements with implementation dates between January 1, 2013, and January 1, 2014, the commissioner shall submit proposed legislation to legislative management before October 15, 2012.

Bill is declared an emergency measure; passed with House vote of 93-0-1 and Senate vote of 43-3-1.
