Creates chapter 26.1-54 of North Dakota Century Code requiring the Insurance Commissioner and Department of Human Services to plan and implement an American health benefit exchange compliant with the Patient Protection and Affordable Care Act of 2010.

Exchange must facilitate purchase of qualified health benefit plans, establish a small business health options program, implement eligibility determination for medical assistance and children's health insurance programs, and be operational by January 1, 2014.

Appropriates $1,000,000 in federal funds under the Affordable Care Act to the Insurance Commissioner for planning and implementation from the effective date through June 30, 2013.

Authorizes the Commissioner and Department of Human Services to adopt rules, contract with outside entities, and share confidential records including social security numbers with federal and state agencies as necessary for exchange administration.

Requires regular updates to legislative management during 2011-12 interim and submission of proposed legislation before October 15, 2012 for any programs requiring implementation between January 1, 2013 and January 1, 2014.
