Creates Chapter 57-02.4 of the North Dakota Century Code authorizing cities and counties to impose permit fees on crew housing facilities based on the value of services and facilities provided.

Defines "crew housing facilities" as one or more lodging units or skid units designed for human living quarters or business use on a temporary or permanent basis, excluding real property and mobile homes.

Permits cities and counties to share permit fee revenues with other taxing districts in which the property is located.

Exempts real property tax-exempt properties, mobile or manufactured homes, recreational vehicles requiring motor vehicle licensing, and park model trailers for which a fee has already been paid.

Allows counties and cities to establish reporting requirements for crew housing facilities subject to permit fees within their jurisdictions; declared as an emergency measure.
