State engineer must delineate and describe the boundary between sovereign lands under its management and nonsovereign lands, with this boundary becoming permanent and nonambulatory upon the effective date of the Act.

State engineer may enter into agreements with the game and fish department or other law enforcement entities to enforce the chapter and its adopted rules.

Board of university and school lands must delineate and describe the boundary between sovereign lands under its management and nonsovereign lands, with this boundary becoming permanent and nonambulatory upon the effective date of the Act.

Board of university and school lands has authority to enforce all subsurface rights of the owner in its own name and execute instruments of release or conveyance as required by agreements.
