Requires public use portions of retail spaces in buildings constructed with state or local business incentives valued at $100,000 or more to be wheelchair-accessible.

Allows businesses to request complete or partial waivers from accessibility requirements by petitioning the Department of Commerce (for state incentives) or local governing bodies (for political subdivision incentives).

Permits waivers if making the building wheelchair-accessible would be structurally or economically imprudent.

Defines "wheelchair-accessible" to include electronic doors, ramps, and ramp curbing.

Applies to business incentives awarded after July 31, 2011; defines business incentives as direct cash transfers, loans, equity investments, property contributions, tax reductions, loan guarantees, or preferential use of government facilities.
