Creates new requirement for agencies to provide fiscal notes or statements declaring no fiscal effect when presenting rules for administrative rules committee consideration, with fiscal notes reflecting effects on state revenues, expenditures, and agency-controlled funds.

Expands notice requirements for proposed rules to identify emergency status and declared effective date of any emergency rules, and requires agencies to provide notice to the administrative rules committee chairman when adopting emergency rules.

Modifies abbreviated newspaper notice requirements to include identification of emergency status and declared effective date of any emergency rules being proposed.

Clarifies that rules are not considered initially by the administrative rules committee until an agency representative appears at a scheduled committee meeting, and establishes procedures for emergency versus non-emergency rules when no agency representative appears at a subsequent committee meeting.

Effective dates provisions specify that Sections 1 and 3 apply to rules with notice filed after July 31, 2011, while Sections 2 and 4 apply to rules scheduled for committee review after July 31, 2011.
