Amends North Dakota Century Code section 50-24.4-07 to establish rules for education expenses claimed by nursing homes as allowable costs in ratesetting.

Education expenses are only allowable if provided by an accredited academic or technical facility, limited to materials, books, or tuition, and claimed annually at the lesser of one-half the individual's expense or $3,750 per person.

Sets a $15,000 aggregate cap on education expenses claimed per individual, with expenses claimed in the year they are incurred.

Requires nursing homes to contract with employees receiving education assistance, stipulating minimum commitment of 1,664 hours of employment after program completion for each year assistance was provided, plus a repayment plan if the individual defaults.

Requires facilities to report education expenses separately on cost reports and document repayment amounts in the report year when a default occurs.
