Authorizes the North Dakota motor vehicle director to issue distinctive "remember veterans" number plates to vehicles upon payment of required registration fees and an initial fee of $15.

Initial $15 fee is split with $10 deposited in the highway tax distribution fund and $5 deposited in the veterans' cemetery maintenance fund.

Requires annual $10 surcharge paid to the adjutant general, with $5 going to the veterans' cemetery trust fund and $5 to the veterans' cemetery maintenance fund.

Directs the Department of Transportation to collect all fees and remit collected funds to the adjutant general monthly for proper distribution to state treasury accounts.
