Creates an exception to North Dakota's insurance rebate prohibitions allowing insurance producers to give gifts, prizes, promotional items, meals, or entertainment valued up to $50 per person per year for marketing and advertising purposes.

Permits gift cards for specific merchandise or services (meals, gasoline, car wash) but prohibits cash, cash cards, currency, or premium discounts.

Restricts gifts to named insureds, policy owners, prospective clients, and their spouses, excluding certificate holders, children, and employees.

Prohibits conditioning gifts on obtaining insurance quotes or contracts.

Allows unlimited donations to 501(c)(3) nonprofit organizations as long as donations are not used as inducements to obtain quotes or contracts.
