Appropriates $20,000 from the general fund to the Department of Veterans' Affairs for holding "stand down" events that coordinate benefits and provide services to needy veterans in North Dakota.

Funds cover the biennium beginning July 1, 2011, and ending June 30, 2013, and are designated as one-time funding not part of the agency's base budget for 2013-15.

Requires private matching funds on a dollar-for-dollar or in-kind basis for each stand down event that receives state funding.

Caps state spending at $5,000 per single stand down event.

Department of Veterans' Affairs must report to the appropriations committees of the 63rd Legislative Assembly on the use of the one-time funding.
