Amends subsection 7 of section 20.1-03-11 of the North Dakota Century Code regarding elk hunting licenses for landowners and lessees.

Residents who lease at least 160 acres actively farmed or ranched, or own at least 160 acres, are eligible to apply for elk hunting licenses with a signed application and resident big game license fee.

Landowner eligibility may be transferred to spouse or legal dependent living with the resident, but only one license may be issued per qualifying land parcel.

Maximum of 15 percent of total elk hunting licenses per district or unit may be issued under this preference program, with allocation by weighted lottery if applications exceed available licenses.

Individuals convicted of illegally taking moose, elk, or bighorn sheep are ineligible to apply for or receive licenses under this subsection.
