Amends North Dakota Century Code section 20.1-03-11 to establish age and hunting requirements for youth deer and antelope hunting.

Allows individuals under 14 years old whose twelfth birthday occurs on or before the youth deer hunting season opening to hunt white-tailed antlerless deer during the youth deer season only.

Allows individuals under 14 years old whose twelfth birthday occurs on or before the antelope hunting season opening to apply for an antelope permit.

Requires youth hunters under these provisions to be accompanied by a parent, guardian, or authorized adult within visual contact and unaided verbal communication distance.
