Adds new section to North Dakota Century Code chapter 26.1-47 prohibiting preferred provider arrangements for dental plans from directly or indirectly setting or regulating fees charged by preferred providers for dental care services.

Exempts from the prohibition fees for "covered services," defined as dental care services for which reimbursement is available under the plan or would be available but for deductibles, copayments, coinsurance, waiting periods, annual or lifetime maximums, or frequency limitations.

Applies to all preferred provider arrangements issued on or after the effective date of the Act.
