Expands littering prohibition enforcement on game refuges, lakes, rivers, public parks, and recreation areas to all law enforcement officers statewide, with a minimum fine of $100 for willful violations.

Prohibits discarding litter, furniture, or major appliances on public or private property without authorization; violations result in a minimum $100 fine, or a class B misdemeanor if litter exceeds one cubic foot or consists of furniture or major appliances.

Prohibits open burning of solid waste unless conducted in accordance with department rules.

Prohibits depositing glass bottles, glass, nails, tacks, wire, cans, rubbish, or other injurious materials on highways; requires immediate removal of any destructive or injurious material deposited; assigns a $100 fee for violations.

Declares the act an emergency measure.
