Requires semitrailers to be registered permanently by the department rather than annually, with permanent registration plates issued upon payment of a $50 one-time fee.

Permanent semitrailer registration remains valid until ownership is transferred, assigned, or the semitrailer is destroyed or completely removed from service.

Applies retroactively to semitrailers already registered as of August 1, 2011, requiring renewal and payment of the $50 fee by January 1, 2012, with a refund of previously paid unused registration fees (except 2011 fees).

Maintains existing provisions allowing trailer owners to obtain multi-year plates for up to six years with corporate surety bonds and allows fleet owners with 100+ vehicles to obtain multi-year plates exempt from annual validation requirements.

Preserves options for trailer and farm trailer owners to request smaller registration plates the same size as motorcycle plates, with department notification of this option before plate issuance or replacement.
