Creates a new requirement that the board of university and school lands shall sell parcels of original grant land in rural areas consisting of 40 acres or less that are not contiguous with other state land due to roads, rivers, or similar features.

Amends section 15-07-03 to change nongrant land sales from discretionary ("may sell") to mandatory ("shall sell") for small parcels in rural areas meeting the same criteria: 40 acres or less and not contiguous with other state land.

Defines "small parcels" as those consisting of 40 acres (97.12 hectares) or less located in rural areas that are separated from other state land by natural or man-made features.

Preserves existing lease rights by making any sale subject to current leases on the land.
