Creates new prohibition on motor vehicle operators from using wireless communications devices to compose, read, or send electronic messages while driving in traffic, with exemptions for voice calls, GPS/navigation use, emergency situations, and authorized emergency vehicles.

Increases moving violation fee for wireless device violations to $100, matching the fee for failure to wear a seatbelt and other serious traffic violations.

Defines "electronic message" to include email, text messages, instant messages, and web page access commands, but excludes reading phone numbers, using navigation systems, and automatically transmitted data.

Defines "traffic" to include vehicle operation while in motion or temporarily stopped at traffic signals, but excludes lawfully parked vehicles.

Allows wireless device use when obtaining emergency assistance for traffic accidents, medical emergencies, serious traffic hazards, or crime prevention when life safety is in immediate danger.
